Pet Policy & Animal Approval Requirements

We want residents and their animals to enjoy a safe, clean, and well-maintained home. This policy explains the approval process, resident responsibilities, and potential costs associated with keeping a pet.

North State Financial, Inc. — Property-specific restrictions and the signed lease, pet addendum, and applicable law also apply.

Pet-Related Fees & Requirements

Third-party pet screening

$25 per pet through Findigs, only where permitted by law and disclosed before screening.

Pet security deposit

$500 per approved pet, subject to the lease and California's applicable security-deposit limits.

Monthly pet fee

$35 per approved pet per month, if permitted by applicable law and stated in the signed lease/addendum.

Renters insurance

Handbook baseline: at least $100,000 in liability coverage; approved pets must be covered for animal-related liability and property damage where legally required and applicable.

Note: These are the company's standard proposed pet terms, not a guarantee that every charge may be collected at every property. Amounts and conditions must be adjusted when required by California law, a property-specific rule, or the signed rental agreement. A pet deposit is part of the security deposit for purposes of applicable legal limits; it is not automatically an additional deposit outside those limits.

§2Pet Screening Through Findigs

Each proposed household pet must be submitted through North State Financial's third-party pet-screening platform, Findigs, before the animal moves into the property. Applicants must provide complete and accurate information requested by the platform, which may include the animal's type, breed or mix if known, age, weight, photograph, vaccination or licensing information where applicable, and behavior or incident history.

The standard screening charge is $25 for each pet. The fee may be collected only if permitted by applicable law, properly disclosed, and consistent with any legal limits or requirements governing application or screening fees. If the charge is not legally permitted for a particular applicant or animal, it will not be imposed.

Completing screening does not itself authorize an animal to live at the property. Written approval from North State Financial and any required signed lease addendum are necessary before the pet is brought onto the premises. Do not assume approval based only on submitting an application or paying a fee.

§3Pet Security Deposit

The handbook's standard pet deposit is $500 for an approved pet. Any deposit must be identified in the lease or pet addendum and is subject to California law, including the applicable cap on the total security deposit that may be collected. The pet deposit cannot be used to exceed a legal limit, and a property may require a lower amount or no additional deposit where necessary to comply with law.

A deposit is not a predetermined damage charge or a waiver of the resident's responsibilities. At the end of the tenancy, any deductions must be lawful, supported by the required accounting, and handled within the time limits required by law. Residents remain responsible for animal-caused damage beyond ordinary wear and tear only to the extent allowed by the lease and applicable law.

§4Monthly Pet Fee

The handbook's standard monthly pet fee is $35 per approved pet. If allowed for the property and tenancy, the fee will be stated in the signed lease or pet addendum and is payable with monthly rent. It is a recurring charge for an approved pet and is separate from any lawful security deposit.

No monthly pet fee will be charged unless the charge is permitted by applicable law and properly agreed to in the tenancy documents. The pet fee does not purchase insurance, cover damage, or replace the resident's obligation to clean up after and control the animal.

§5Renters Insurance & Animal Liability Coverage

North State Financial's Tenant Handbook states a baseline renters-insurance liability limit of at least $100,000. For an approved household pet, residents must provide current proof of coverage that includes animal-related liability and property damage where required by the signed lease and permitted by law. Please provide a declaration page or certificate showing the insurer, policy dates, and applicable liability coverage before move-in and again upon renewal or request as permitted.

This requirement concerns liability coverage under renters insurance; it does not mean that pet health insurance is required. Coverage terms and exclusions vary by insurer, so applicants should confirm directly with their insurance provider that the specific animal is not excluded. Any request to list an owner or management as an additional insured must be consistent with the policy form and applicable law.

Insurance requirements for household pets do not apply to a qualifying service animal or other assistance animal where such a requirement would violate fair-housing law. An assistance animal is not treated as a pet for pet-fee, pet-deposit, or pet-screening purposes.

§7Unapproved Animals & Policy Violations

Keeping an unapproved pet, failing to comply with lawful pet rules, or providing materially false screening information may constitute a lease violation. North State Financial will address concerns through notices and other procedures permitted by the lease and applicable law. No fee, penalty, removal demand, or other remedy will be imposed except as legally permitted. Contact management promptly if you believe an animal was incorrectly identified or if you need to discuss a reasonable accommodation.

§9Property-Specific Review & Written Approval

Pet approval may depend on the property's lawful lease terms, physical characteristics, occupancy conditions, and applicable community rules. Any restrictions must be applied consistently with fair-housing requirements and other applicable law. Before move-in, the resident must receive written confirmation identifying the approved animal(s), any permitted fees or deposit, insurance requirements if applicable, and any additional property-specific conditions.

§6Pet Rules & Resident Responsibilities

Obtain written approval before bringing any pet onto or keeping any pet at the property. Do not substitute, add, or replace an animal without advance written approval.

Keep the animal under control and prevent aggressive, threatening, or persistently disruptive behavior.

Follow all applicable licensing, vaccination, leash, waste-disposal, noise, and animal-control laws and any lawful HOA or community rules.

Promptly collect and dispose of animal waste, both inside and outside the property. Do not allow waste to accumulate in the yard or common areas.

Prevent fleas, ticks, odors, excessive noise, damage, and unreasonable disturbance to neighbors or other residents.

Do not leave an animal unattended in a manner that creates a safety, sanitation, or nuisance concern. Provide appropriate food, water, shelter, and humane care.

Keep animals away from contractors and scheduled property access unless the animal is safely secured. Secure pets for inspections, repairs, and showings.

Notify North State Financial promptly if an approved animal causes injury, property damage, escapes, or is involved in a significant incident.

At move-out, remove animal waste and belongings and address animal-related odors or damage as required by the lease and applicable law. Charges must be lawful and supported as required.

§8Service Animals, Emotional-Support Animals & ESA Documentation

No Pet Fees for Qualifying Assistance Animals

A qualifying assistance animal — including an emotional-support animal (ESA) or a qualifying service animal — is not treated as a pet under applicable fair-housing law. North State Financial will not charge the $25 Findigs pet-screening fee, the standard $500 pet deposit, the $35 monthly pet fee, or another pet fee for a qualifying assistance animal. A pet-specific insurance requirement will not be imposed where prohibited by law. Residents may remain responsible for actual animal-caused damage or injury under the same lawful standards that apply to other residents; an assistance-animal accommodation does not excuse damage, failure to control the animal, or failure to comply with neutral health and safety requirements.

How to Request an Accommodation

Contact North State Financial at info@northstatefinancial.com or (510) 393-3202 and state that you are requesting a reasonable accommodation for an assistance animal because of a disability-related need. You do not need to use particular wording or a company form. A request may be made before or after applying or moving in; please make it as early as reasonably possible so it can be reviewed.

When Documentation May Be Requested

If both the disability and the disability-related need for the animal are readily apparent or already known, additional documentation generally should not be requested. If either the disability or the need is not apparent, management may request reliable information that is reasonably necessary to establish that the person has a disability-related need for the animal. The request will be limited to what applicable federal and California law permits.

Types of Documentation

Depending on the circumstances, appropriate information may include a letter or other reliable statement from a licensed health-care provider or another reliable source with personal knowledge of the individual and the disability-related need, when permitted by law. The information should support that the person has a disability-related need for the animal; it does not need to disclose the diagnosis itself. Management will consider the information individually and will not require a particular form, a specific wording, or use of a particular provider.

What Management Will Not Require

North State Financial will not require medical records, detailed medical history, disclosure of a specific diagnosis, genetic information, or a medical examination as a condition of considering an accommodation. A paid online certificate, registration, vest, ID card, or document stating only that an animal is an ESA does not automatically establish a disability-related need; however, no document will be rejected solely because it is in a particular format if the information is otherwise reliable and legally sufficient. Management will not require proof that an ESA has specialized training.

No Charge for the Accommodation Process

There is no charge to submit, review, or process a reasonable-accommodation request. Do not submit an assistance animal through Findigs' pet-screening process or pay a pet-screening fee for that animal. If you are unsure whether an animal should be submitted as a pet or as an assistance animal, contact management before paying a fee.

Privacy & Review

Information provided for an accommodation will be handled confidentially and shared only as permitted or required by law. Management may ask for clarification if submitted information is insufficient, and will engage in an individualized review rather than automatically denying a request. If a request is denied, management will communicate the decision and any lawful next steps.
